Well Taggedaccessible PDFs

For municipalities and the firms that serve them

Accessible PDFs your residents can actually read

Agendas, minutes, by-laws, budgets, newsletters and scanned records, fixed to PDF/UA and WCAG 2.1 AA. Every file is checked by the same tools you can run yourself, reviewed by a person, and delivered with a report.

The page looks the same. What a screen reader says does not.

Accessibility lives in the PDF's hidden structure: which text is a heading, which cells are column headers, what each picture shows, what to skip. Here is one page of a budget summary, read aloud before and after.

Before as published

  1. Graphic. Graphic.
  2. 2026 Budget Highlights Roads 1.2 million Parks 640,000 Fire 410,000
  3. Page 1 of 4
  4. Blank. Blank.

After delivered

  1. Township logo.
  2. Heading level 1: 2026 Budget Highlights.
  3. Table, 3 rows, 2 columns. Roads, Amount: $1.2 million. Parks, Amount: $640,000. Fire, Amount: $410,000.
  4. Bar chart: capital spending by department; roads is the largest share.

An illustrative example, written for this page. On request we send a real before-and-after from our test documents, with the screen-reader transcript and checker reports.

What we fix

Headings and reading order

Real heading levels people can jump between, read in the order the page is meant to be read, including two-column layouts and sidebars.

Tables

Column and row headers on budgets, tax rates and financial statements, so every amount is read with what it is.

Pictures and charts

Descriptions for logos, maps, photos and charts, including the numbers a chart shows. Decoration is hidden.

Scanned pages

Image-only pages get real text, checked against the page, so signed letters and old by-laws can be read and searched.

Headers, footers and page numbers

Read once where they carry information, such as a letterhead address, and skipped where they only repeat.

French and bilingual text

French passages are marked so screen readers switch to a French voice, including bilingual agenda items.

Links, lists and forms

Working links with readable text, real lists, and form fields labelled with the question they belong to.

Title, language and bookmarks

A proper document title, language setting and bookmarks built from the headings.

How it works

  1. You send the files

A shared folder link (OneDrive, SharePoint, Google Drive) or email for a few small files. We confirm page counts and price before starting.

  2. We rebuild the structure

Our software tags every page, and an AI-assisted review compares each page's tags with the page image: headings, tables, pictures, reading order.

  3. Automatic checks

Each file is validated against PDF/UA with veraPDF, and its screen-reader transcript is checked for missing text, misread amounts and wrong reading order.

  4. A person reviews

Anything the checks flag is reviewed by a person against the page before delivery.

  5. You get the files and a report

The fixed PDFs look exactly like the originals. Each comes with a report: what changed, which checks ran, and anything left for you, such as low-contrast colours in the original design or a typo we kept as printed.

Checked by tools you can run yourself

Don't take our word for it. These are the tools accessibility specialists and auditors use, and two of them are free.

veraPDF

The open-source validator for PDF/UA (ISO 14289-1). Delivered files pass it, or the report says exactly why not.

PAC

The free PDF Accessibility Checker, widely used to test PDF/UA and WCAG.

Acrobat Pro

Adobe's built-in Accessibility Checker, the tool most offices already have.

A screen reader

What the checkers can't judge, such as whether a description is right, is checked against what a screen reader actually says.

Questions

Which standards do you meet?

PDF/UA-1 (ISO 14289-1) and WCAG 2.1 AA. That covers the WCAG 2.0 AA level Ontario's AODA requires and the WCAG 2.1 AA level in the US ADA Title II rule.

Do you use AI?

Yes, as one step. Our own software does the tagging; an AI model (Anthropic's Claude) reviews each page against its image and drafts picture descriptions; automatic checks and a person review the result. Page images and text are sent to Anthropic's API for that step. If your documents can't leave your organization, tell us before sending them.

Will the documents look different?

No. The pages look exactly the same. The changes are in the structure screen readers use.

What can't you fix?

Problems in the original design or wording: low-contrast colours, missing information, typos. We list them in the report so you can fix them at the source. Complex fillable forms are quoted separately.

How fast is it?

The free trial comes back within 3 business days. For larger jobs we quote a delivery date with the price.

What if something is wrong after delivery?

If a checker or a screen-reader user finds a problem we missed, tell us within 90 days of delivery and we fix it free.
